Two men were separately accused of defrauding federal health programs of $3.7 and $1.2 billion.
The Federal Bureau of Investigation (FBI) announced that one man was apprehended in Turkey who participated in a $3.7 billion scheme to defraud Medicare. Another suspected scammer was recently arrested in the Philippines after fleeing the U.S. for conspiracy to defraud the Medicare system through a network of call centers and medical providers, generating a false demand for braces that senior citizens did not require, and receiving at least $1.2 billion in taxpayer funding.
“Ibrahim Khaldoon Hilmi is charged with one of the biggest Medicare scams in history — allegedly orchestrating a massive $3.7 billion scheme to defraud Medicare,” FBI Director Patel stated of the man arrested in Turkey. “He’s been on the run since May of 2025 — but we got him.
Director Patel announced that the other suspect, “Herbert Leon Kimble was apprehended in the Philippines and is now back in the United States, on the run since 2024 after he allegedly orchestrated a $1.2 billion healthcare fraud conspiracy that targeted the Medicare system — particularly elderly victims — from 2014-2019.”
He stated, “In just over two weeks, this is the second Most Wanted Fraudster arrested on the FBI’s list led by Vice President Vance and the White House Task Force to Eliminate Fraud.”
